Mobs don't move in 1.13.2 PaperSpigot server

Hi there.

In my PaperSpigot server, mobs don’t seem to be acting normal. Only skeletons move, and the rest of the mobs don’t move unless I interact with them, and even then they barely move. Here is a video that illustrates what happens: [MEDIA=youtube]Jz6WBOVuIdM[/MEDIA]

I can’t find any flags in WorldGuard that would prevent mobs from acting normally, nor any settings in my paper.yml, spigot.yml, bukkit.yml, and server.properties.

Can you provide a timings report? This looks like you have entity activation range low in spigot.yml

In the second summary tag, it says the entity-activation-range is 100. When I move my server to just Spigot, the problem resolves by itself so it must be something to do with PaperSpigot. It’s weird

Have you tried latest version? We had an experimental feature that dealt with entity movement that we ultimately removed, but we never saw this kind of behavior from it.

But if it was the culprit, that code was removed so it should be fixed.
