Help displaying colored SPELL_INSTANT splash potion particle effects

I’m looking for some help with displaying colored splash (instant) potion particle effects.
I have gotten this somewhat working (version 1.14.4); however, the way I am currently doing this is with a custom WORLD_EVENT packet spawning an instant splash potion break animation.

This method is undesirable because this effect also displays item break particles of glass bottle, plays a glass break sound, and can only be positioned on block centers.

Not sure if there is a way to get this working right, but I think I remember seeing something saying this way possible, but I can no longer find it.

I have no problems using NMS or any other ‘hacky’ ways to achieve this.
