Can't create void flat world

So I tried to create a flat void world in the latest 1.13.2 version of Paper, but everytime I start the server it generates a standard flat world (with the bedrock, the dirt and grass). Am I doing something wrong?

This generator setting works fine in singleplayer and in 1.12. I’ve searched and it seems to be a problem with Minecraft itself: https://bugs.mojang.com/browse/MC-134900

Mojang ripped out support for this in 1.13 with their worldgen revamp, they’re planning to add a replacement system back in the future so it seems
