1.14.4 (git-Paper-156 (MC: 1.14.4) 25ish players TPS

I have tried optimizing some of the things listed in the threads below but I still can not seem to get the result I need I changed this in bukkit.yml:
monsters: 15
animals: 5
water-animals: 2
ambient: 4

but still seem to get a good TPS DROP.

From first glance it seems as pillagers are the problem, which is pretty common on 1.14. I would recommend a pillagers limiting plugin, only cause things like the bukkit.yml doesn’t change the pillagers count, which is weird because it gets crazy high. I would recomend
